Failed emissions on CO level 200 1986

My recent bargain purchase has failed its emissions test:
HC 153 with a limit of 189 Passed
CO 5.3% with a limit of 1.2% Failed
NO 461 with a limit of 1374 Passed

Car was fully warmed up and run at highway speed for 20 minutes prior to testing. Gas is not old. I just changed the oil and sparkplugs. Spraying carb cleaner around the intake and injectors did not turn up any vacuum leaks in those areas. Timing is set at 11 BTDC. O2 sensor fluctuates between .13 and .74 volts- seems to be on the low end of the scale? (sensor looks relatively new). Any suggestions on additional checks and changes?

The air mass meter has the adjustable pot. Reading the achieves indicates this adjustment doesn't do much but I would like to know the procedure for setting it. I see that it can be done with either a VOM or an LED. Can someone direct me in how to adjust it?
