Bolt tightening sequence for timing cover 700 1991

Is there a particular tighten sequence to follow in replacing the timing cover?

I have taken off the timing cover to change the crank and intermediate seals. Everything went back together okay, but the intermediate shaft will not turn now that it's all tightened down (even with the gear on turning by hand). I loosened all the bolts back up, then it turns freely, like it should. I tried different sequences, but nothing else but looseneing all bolts will free it. What else could be binding?
