Bolt tightening sequence for timing cover 700 1991

I think you mean the metal seal carrier and not the plastic timing belt cover. Is it possible that the seal has been inserted too far into the carrier and is then binding on the wider portion of the inter shaft as you tighten down?
Don't think there is any particuler sequence, just tighten them up a bit at a time.

It is quite possible to change those seals without removing the carrier. cedure.
