Low Beam Failure: 1991 940 SE-UPDATE 900 1991

First a clarification of the problem: My low beams, as well as the fog lights fail intermittently. After a few minutes (cooling down period?) they return. The high beams work fine.

I have ensured that the ground points are clean and resoldered new terminals on the wires. I have also resoldered the leads/contacts on the bulb failure relay, but alas the problem persists. Could this be a failure of the headlight relay or the bulb failure relay, or perhaps the headlamp switch?
