Warped rotors, turn them or replace?

I have a 1993 940 turbo with 31000 actual miles on it. I found this car by chance one night looking at autotrader. Anyway, it has one or more warped rotors. I haven't checked yet to see which one. I know it is in the front, as the steering wheel shakes when It happens. Anyway, once I check it with a dial indicator, should I get the front rotors turned, or just replace them? I also understand that a caliper must be sticking causing the rotor to warp. Is this the only thing that causes warpage? Can I unstick the offending caliper with kroil, or pblaster, or should I replace it, and if I replace, should I replace both, or just the sticking caliper?
