Fist thing to do is read the FAQ and change the PS fluid, be very careful removing the hose from the resevoir, I ended up cutting mine a bit to get it off. Or get someone to do this for you.
If that doesn't work it likely neds a new rack, about $200 plus labor, fairly easy to do oneself.
