Fog Lights and High Beam 700 1988

Today as I checked over our 740 wagon before taking it in for VA state inspection I noticed that when the fog lights were switched on they only came on when the high beam headlights on. Any ideas about what caused this? The foglights are OEM and were working as designed (that is only on when switched on and only in conjunction with low beam head lights) last time I used them.
