Gas mileage -- suburban driving 200

Hello,

I am getting consistently 18 miles a gallon. Suburban driving, i.e. driving mostly between 30 and 40 miles an hour in third gear, rarely go up to 4th gear.

I have changed spark plugs, distributor cap, rotor, fuel filter, and cleaned the throttle body and changed the arrestor flame (got kit from FCPGroton) to plastic one. I also put some 44K injector cleaner recently in my gas tank.

I put higher grade gas (super, 91 octane).

How is 18 miles a gallon for a 1989 manual with 158K miles? Within the accepted boundaries? Shouldn't I be getting 20 or above for suburban driving?
