Starting issue 200 1987

Hello to all,

I recently had the idle adjuster and temp sensor replace to help with a starting issue. Once it is warmed up there is no problem. If cold, then it takes 3-4 times of cranking over the engine several times just to get started. Doesn't seem to be a battery or starter issue. Would cleaning the rotor cap help? ANy suggestions? I am having the outsource mechanic syndrome of "replace this even with our diagnostics" claimed by the Volvo shop to no avail.
