e-brakes stuck? 200 1986

Hi, let me introduce myself first. My name is David, I am the proud owner of an 86 Volvo 240 DL station wagon, with 157 000 miles, 10k of which belong to me. I need your help now.

I was driving in the snowstorm today, stopped at a paking area to grab some food. When I got back to my car after 20 minutes, a series of weird things happened. The engine stalled right after I started it which NEVER happened before. As I started driving, a loud clunking noise came from the left rear wheel, and as I got out, it smelt like sth burning. I tried to fasten and release the parking brake several times, but to no avail.

Can it be anything else than my paking brake stuck at the left rear wheel? If yes, how can one repair it, and how much can I expect to pay if I take it to a mechanic? Pls reply soon - I have to get it done by Wed.
