Heater vacuum controls 700 1986

I just replaced my heater core on my 1986 760 turbo wagon. I finally have heat, but the vacuum system is not working properly. This car has the automatic climate control system. I have vacuum into the heater control assembly, but no vacuum to the heater control valve. The valve is new, but it never closes, so there is always heat. Any ideas?

I am also having an electrical problem. When the car is lets say cold, the heater blower will not come on unless it is in the defrost position, then the fan will blow on high. Usually when the car gets nice and hot the fan will work in the other positions. Is there a sensor somewhere that is malfunctioning?

Any assistance would be appreciated.
