is it over? wagon cut out and will not start....help! 900 1991

1991 940 se turbo wagon

was driving along last week and the engine just cut out. no signs of running poorly prior to this, though there is an immense oil leak that has existed for a while (i do stay on top of the oil level, but haven't had time to replace seals), seems to be coming from cam and crank seals, but oil is everywhere. the starter cranks, there is a whirring, whining sound, the fan turns, but there is no reponse from the engine itself. the rpm's don't move, and the camshaft does not turn. timing belt is not broken, seems in good enough shape to work, has all teeth, it has gas, battery is fine, but will not crank the engine. am i seized? how can i tell? any other solutions? causes?
