Leak from footwell vent 700 1989

Hope someone can clarify this. I have a leak from the the driver's side footwell vents which has recurred. This time I'm going to fix it myself. Had a look at the FAQ. Are you supposed to replace the gasket only or do you need to get a new black plastic tab? The last time it leaked the mechanic put some form of black gasket around the plastic tab. Can I reseal it again using say Permatex black RTV?

What's the best fix? Thanks
