Main pump only draws 3.2 amps - 86 245 - voltage measures OK 200

I had to make this measurement under the rear seat instead of at the fuse because previously someone disconnected the main fuel pump fuse. Maybe when the pump first acted up it was blowing the fuse so they straight wired it or stole off the 25 amp fuse. Anyway, I still need to chase that wiring down and correct it. My plan is to replace the main pump and filter and track down the wiring to make sure it is fused propery. The symptom that led to this discovery is very poor power under load, especially when cold. The AMM and temp sensor, seem to check out which led to suspicions of fuel delivery. The pre-pump draws a steady 1.7 Amps which seems to be about right for my year. Any suggestions, thoughts? Is it worthwhile to replace the pressure regulator while I'm at it? It looks to be original. Thanks,
