tailgate window wiper S90-V90

Came home from a business trip last weekend to find that the wiper arm of the tailgate was pointing straight down. This apparently happened while I was away and the car was parked on the street for two weeks. I immediately thought vandalism, but as I attempted to bring it up to it's normal resting position, it would not give at all, even with some exerted force.

So now I wonder how could a vandal push it down to vertical without actually damaging the arm, or at least leaving some residual effect. I had to unscrew the nut and reposition it to horizontal. It also does not work now. I've checked the fuse, but nothing else. I won't have the time to look further before we travel for the holidays, but I am just trying to figure out how this happened with the results I've decribed.
