Oil Filler Cap > Stuck Fast! 200

Replaced oil filler cap seal about a week ago during an oil/filter change. On checking oil level today, I wanted to take a look inside the filler cap/under the valve cover, but cannot shift the cap. It really is seized pretty well. I should be able to shift it with my filter removal tool but I'm wary of causing any damage. The seal seems to be working well anyway.

Any had experience of this, or advice as to how to loosen the cap (it has two crosshead screws on the side, not sure what they're for...)
