1991 Regina 740 Slow to Start if Cold (less than freezing) - Check Valve? 700

The Regina equiped 740 is very slow to start, all of a sudden, if it is cold (maybe less than freezing) or if it has been several hours since it has started. I thought maybe the check valve was leaking but don't really understand why the check valve would be the culprit since the pump runs a few seconds with the switch on and then shuts off (must be pressurized?). The Fuel Pressure regulator appears to be working since I can get a good healthy stream of fuel out of the return hose with the switch on but not running (am I missing something in my test of this?). I am trying to avoid replacing the fuel pump and check valve since that appears to be a big job. I do have a good unit in a 1990 sitting out behind the barn in the snow here in Minnesota so if you folks think it is the check valve I'll bite the bullet and pull the pump. Should I take out the whole tank and then swap with my bad tank (pump and check valve) or just swap the pump and check valve assemblies? I am assuming the check valve is part of the pump. Is that true? Thanks.
