static electricity?86 244 200

hi everyone another question my 86 240 it has the bouncing tachometer usually when i start up in morning it feels like the motor is getting intermittent electrical inputbut doesnt stall. if i shut off the car and restart it usually dissapears. also it has gotten worse in the last month sometimes at cruising speed i get split second loss of power. and electric is not my bag. but after reading and searching i think it is electrical problem.i am now cleaning the connections starting at the coil , also the fuse contacts, and the grounds i can visually see. one weird thing when i get out of the car and close the door the metal door gives me a small elect shock.like static electric like when u rub your feet on the carpet and gently touch someone that kind of shock. it did not used to shock me? my two other bricks do not shock me. shocking, otherwise the car runs great. i think i will go take my sons air mass meter and try that out.
