Puzzling 265 GLE feature / H1 watts & wiring upgrade 200 1978

Okay, I'm getting ready to do some minor repairs on my friend's 1978 265 GLE (now with B21F + 3 sp auto).

It's a pretty unique car, feature-wise, with lots of rocker switches in the center console for windows and who knows exactly what else. In the center of all these there is a mystifying dial gauge/meter with numbers 3...6...9...12...15... There is an up-arrow button on one side and a down-arrow button on the other. No labels for any of it.

I thought it might be a thermostat for the heater, although the rest of the climate comtrol panel seems ordinary -- the standard heat lever, three buttons and fan knob. A compressor setting for the A/C? I am curious because I would like to be able to take this stuff apart without getting into any trouble. Seen anything like it??

Next question. Headlights. They are the glass Euro style, apparently original, with two H1 bulbs per side. The high beams do not work at all, and the low beams are pretty dim. From reading the archives, it seems like these lights are /supposed/ to be very effective, provided the wiring is good.

Assuming that there is significant voltage drop right now (I have not checked this, but expect to find it when I do. The charging system itself is good), it seems like the next step is to add relays by the lights with new 12 ga. wiring, to bring the 55W lamps up to an acceptable level and/or allow for safe replacement with higher wattage.

Am I on the right track? Any recommended suppliers?
