slow response in turbo 940 1992 900 1992

Over the last 1 year, I have been through several repairs. Right now, the car is performing fine except slow response in turbo is noticeable. Need some advice as to what is wrong. (Clue: I used to have a good feel of the turbo surge whenever I press on the accelerator with the turbo booast gauge hitting the mid point. Now, I have to press hard on the accelerator without the feel of the turbo surge until the turbo booast gauge needle hit 3/4 mark and the car seem to be under stress with noise). Since then, I have avoided having a push on the turbo fearing any damage. Anybody out there could offer some advice what to do.
