A classic fault on a carburettor 164 is the manifold warping and blowing the gasket.

The spindles on the secondary throttle flaps also can cause all sorts of air leaks.

The inlet tracts are mostly surrounded by water, though I must admit I've never sectioned a 164 head.

Did you replace the valve springs, could be a partially broken spring.
