Fuse #16 200 1990

Greetings and happy holidays to all-

My wife's 1990 244 has an interesting problem. Tonite she was going to an Xmas party and when she started up her rig, and turned on the lights, fuse #16 blew; this fuse controls the instrument panel lights and the right rear tail light. So, I went out and replaced it, and boom, it happened again. A few fuses later, I am thinking that there is a problem somewhere else. So I pulled the rear panel on the tail light to see if it is grounded okay, and it was. Hmmm. All the other electrical works fine except this fuse. Any suggestions?
