Windscreen Washer fluid leaks from Red thingy 900 1994

Hi
when I put the bonnet up (I think you call it the hood?) - the windscreen washer hose joiner (like a "T") dribbles water out of a hole in the little red thingy on the joiner. It also leaks water if the washers are used. I've no idea what the red thingy with the hole in is for, and whether it is supposed to leak. It leaks over a few cables and near a little black box, which concerns me a little.

any ideas?
