New Fuel Pump Noisy As Old One? 200 1981

My son just installed a new main fuel pump on his 1981 242. The old one was noisy and could easily be heard in the cabin. However, the brand new Bosch pump is as noisy as the old one was! We have it properly installed, and the noise is definitely coming from the pump itself, and not from any part of the pump assembly being loose.

The pump turns on and off apparently randomly, (sounds like: buzz - off - buzzzzzz - off - buzzz etc), just like the old one did. Could this be a problem with the fuel accumulator, or is he just going to have to live with the noise? Any help or thoughts are greatly appreciated.
