SRS fuse 940se 900

I have a '91 940se that i recently purchased. I was looking at the fuses out of curiosity today and noticed that 5, 15, and 17 are missing. 15 and 17 are labeled as extras, but 5 is SRS, which concerns me.

I have never had the SRS indicator light up.

# 16(the only extra remaining) has "15" writen on it, and is the only fuse with a number on it. I dont know if this is relevant.

Can I pop #16 into #5? Or should I buy another fuse. And why doesn't the car notice that its missing a fuse?
