If there is a little hole in the thermostat'plate', rotate the thermostat to position it at the top.

The problem is best analysed by tracking when it happens...
(these are general guidelines only)

on the freeway can be water pump not the fan

going slow uphill blockage of radiator passages or water pump.

stop and go arond town could be fan or fan clutch gets better at speed

Gets too hot right away frozen thermostat

Since the heater is cool, I would suspecty low coolant, or weak water pump output....Grab the nose of the water pump, and see if you can wiggle it up and down, If you can, it is Borked...You may have to remove or loosen the belt.
