slow running engine @ start-up 200

Hi everyone. I haven't posted for a couple months. Anyway, it's gotten to be pretty cold here in AZ. When I start my car up the idle is very slow and almost sounds like my car is going to stall (but never does). The oil is changed every 3k miles. Is there a solution to this problem, or is it just life for a volvo with 199k miles on the engine. I appreciate the advice everyone and great to be back with the brickboard. Thanks in advance!
