No start in damp weather 200 1988

A co-worker's battered 240 starts instantly as long as the weather is dry--temperature immaterial. But on damp days the car simply won't start--it pops and fizzes but will not catch. Sounds like crappy, dirty terminals ir wires to me. There is no visible arcing at the ignition wires, by the way. Any help would be appreciated!
