Fuel Pump Relay ?? difficult start wait for dash lights 700 1989

I think this was answered before but I have to know. When it is really cold as today -23 the main dash lights for the car do not light up immediately- I have to turn the ignition on and off several times and wait until they do then I can start the beast. I did re solder the circuit board on the fuel pump relay and it didn't seem to work, am I on the right track or is it something else ? I have also thought about squeezing the connectors on the fuse block to hold the relay tighter or soldering on the lugs to make them larger as it is awfully cold and I don't have a heated workspace.
