85 740 wont rev past 4000rpm 700 1985

I have recently purchased an 1985 740 with continuous fuel injection. I've had a few problems with the fuel system and have replaced the main fuel pump, in tank pump and fuel filter. The car went OK for a couple of days, now it is way down on power. The engine seems to be running fine, starts first go and doesen't hesitate or stall like it did before I replaced the pumps, but it will not rev past 4000rpm when driving. I tried reving the engine in neutral and it still did not rev past 4000 rpm. I have checked the throttle cable and the timing both are OK.

I am at a total loss as to what the problem could be, any suggestions appreciated.
