High Idle When In Gear 200

I have a 1990 240DL with a high idle problem. When in park the engines idles normally. When placed in any gear (or neutral) the idle speed increases to a very high level (guessing 1500-1800 rpm). If I take my foot off the brake the car will accelerate to 15-20 mph. This is causing problems when stopping on icy roads; front wheels lock when braking because I have to push hard to stop the drive wheel! So where should I start looking?
