Ignition Lock Maybe ? Please Help 200 1983

Hi Bob, Thanks for the reply

I've been using the block heater included with the car, usually helps with starting dramatically in this temp.

I've tried a number of jump starts (with old battery) and tried getting a new battery and jump starting. All didnt work.

Battery terminals are fairly clean as I just cleaned them about 3 months ago. I'll clean again to be sure here.

I suppose an idea would be to test the voltage level with a multimeter (wish I had one), I've heard if the Voltage is less than 10 it may be hard to start.
