Weber DGEV choke 120-130

Curious if my electric choke is functioning properly. I've adjusted it correctly (I believe) so that when car is cold, the squarish butterfly valves are almost fully closed. As the car warms up, the valves slowly open, so far so good.

Here is my concern: I temporarily removed the air cleaner element, so that I could see what is happening with those choke butterfly valves (I think that's what they are called) when I give the car the gas. The valves do not stay in one place, they open up fully, and then close up again (if engine is still cold) when I let up on the throttle.

Is this normal behavior? Are the valves supposed to freely move, depending on how much gas (vacumn) is passing down the throat? Car is not starting very easily in weather below 32 degrees (takes about 3 attempts before it fires up), and since electrical and ignition system is in excellent shape, I'm wondering if I have a choke problem. Any advice appreciated.
