If you look more closely #12 has the relay for the rear demister, not the rear demister. The relay draws almost nothing. I agree that there seems to be a lot on that circuit, but thats where the seat heater goes in my 84 turbo from the factory, and as I said I have added a passenger seat heater to it , and I have not blown an 8 amp fuse yet.
I don't know why #4 would not work for you. Thats why I was wondering if there might be something wrong with your heater.
