Stiff steering please help 200 1989

My sterring is stiff to one side (left) when it is cold in the morning, it's normal after a few miles on the road, I have follow some suggestions from this board and flushed the system now I have clean clear fluid ( dexron III)the u-joint has been spray with wd 40 etc, the steering still stiff, what should I do next? do I need a steer/rack job?
How difficult is it? would it be the pump problem? thanks for your help
