Electrical Gurus -Help!- Low beam failure 200 1990

I need help on this one. I have a 1990 240 withthe IPD European Headlamps. THe driver's side headlight went out. I assumed it was the bulb. The new bulb did the same thing. Then I saw where I spliced the wires for the new bulb sockets, the wires were melted, mostly the ground wire where it apparently touched the car.

I replaced the socket and wired it in, removing the burnt portions of the wire. However, the low beam JUST ON THE DRIVER'S SIDE still doesn't work. There is nothing in the fuse panel for headlights. I assume there is some relay, but wouldn't it be for BOTH headlights? Your help is appreciated.
