Neophyte ignition timing question 200 1983

To supplement my previous neophyte post: my brother-in-law has suggested that some of my erratic ignition problems could be timing. Assuming my new timing belt was put on correctly, this would leave "ignition timing". Once again, I don't know enough about what I'm doing here. Assuming I borrow or buy a timing light and tach, my Bentley tells me to direct the timing light to, I believe, the flywheel. The photo is enough of a close-up, I can't tell where I will be able to see the markings shown in the photo. Do I need to remove some part (like the timing belt cover) to see the markings necessary to check and adjust the ignition timing? And if I do need to, I need to loosen the distributor clamp down bolt; is that accessible from ABOVE or BELOW?
