Is Scantech's German Made T-Belt Tensioner any good? 900

My 8 valve NA 93 940 just turned 204k miles and I have never changed the t-belt tensioner. The dealer tells me they rarely ever need to replace them, but I really wonder how many higher mileage volvos they see....

1) Do I need to change my tensioner or can I just check if it's spinning freely when I change the t-belt?

2) Is the Scantech product equivalent to the OEM? You need to watch Scantech sometimes. Their products are not always up to par with the OEM.
