washer fluid not working

While I was pumping fluid to clean the front window, both spray jets stopped unexpectedly.

I hear the pump "working" when I trigger the washer jets arm(inside the car) so the pump may be good.

Under the hood I found what I think is a disconnected hose beside the reservoir tank.

Can someone help in describing where the hose should be connected in order for the pump to work?. I identified one shorter hose connected near the top of the tank which is probably just a breather hose. I could not see where the other hose should be connected.

Any help would be appreciated. Soryy for being such a rookie.....
