Stiff Steering 200 1986

I have an issue with steering on my 245 not matter if it is warm or cold outside. It would seem that there is an air bubble in the line or the pump is not pushing enough hydralic to power th steering. Maybe there is a jam with something else?

This is the symtom - I would turn left to right and it would go from tough to easy back to tough and it would seem that there would be over steer, but I think the latter is due to having to force when it is hard. Does anyone have any ideas of what this is? What should I look for? Any remedies?
