Why's my 96 960 get such rotten mileage -- Part III 900

Follow up on my 960 for anyone interested. To recap, I've been very disappointed in the mileage of my 1996 965. Beautiful car in wonderful condition, but rotten mileage.
Since purchase I've replace the plugs, air filter, ran a scan that pointed to a lazy O2 sensor so I replaced both sensors, new tires (just because it needed them). First highway trip of any note was at Christmas. At 75 to 80 mph got 22.5 miles per gallon. That was with two adults, two children and expected luggage. Not bad.
But, in town, last tank, 13.5 miles per gallon. It is winter, so we have to factor that in for an expected seasonal decrease, but doesn't that still seem like pretty weak economy?
