Failed Emisssions Test 900 1996

MY 1996 960 recently failed the emisssions test for the state of Virginia.
Specifically, the NOx readings for 15 mph was 2,155 when it should have been 553. At 25 mph the reading was in range and passed the test.

Prior to the test the "check engine light" had been on for about a month and recently the SERVICE light came on. The code ( 0410) is indicative of a Secondary Air Injection Problem. Any recommendations of where to begin?
