Gas Gauge / Tank Sender Question 200

"can I pop this wire off to clean the contact/connection where it enters the top of the tank"
No. That plastic is an insulation ring around the post that goes through the sender cover and to which the sender float wire is soldered (on the gas side). If you pull it you'll break the seal around the post as well as damage the wire that is attached to the post on the inside.

"Is this wire solely for the gas gauge? (It's a carb B21 if that makes a difference)."
Yes. FI systems have an in-tank pump and so will have an additional wire.

Pulling the sender to have a better look at it, requires removing the bung nut. Try a flattened piece of 1/2" copper pipe (non-sparking) to rotate it using a hammer. You may have to do some soldering so it will need to be distanced from the gas.
