Wipers quit 200 1983

Hey everyone
I put my new wiper motor in, and was VERY happy to have workig wipers again. Happy for a couple days. Just now as i was driving in the rain, the right wiper stopped in the straight up position, the left one worked for a couple more quick strokes, then died as well. I checked everything i did to the motor, and it's all well and still together. Then i looked up a bit more. There's a not so round disc type thing, with some cables that has fallen off it's shaft up in there. Hard to explain, but a cables come off it, and it's hanging down by the passenger feet almost by the other cable. I took a picture of it, but i don't know how to post it with this message. It seems like i just have to put this cable back around the pulley, and attach it back to the shaft? how do i make sure it's all aligned? and how on earth do i get up in there?
