looking to halt rust 200 1984

my car is very rusty, thats what 8 milwaukee winters and most likely never being washed by the previous owner does to a brick. i know a complete fix is out of the financial question, but i would like to arrest the rusts progress before it runs even more rampant and further eats up the unibody, ive been suggested por-15, and i think i want to just clean the underbody and then paint it with that ultra hard drying underbody paint that just seals everything up. as for the doors i think ill sand and fill the smaller rust spots, but im at a loss for the rear quarters and rockers... the drivers side has a big hole and the passengers side has some serious rust coming up from down low and both rockers are very rotten, any ideas? i really like the car more and more but am afraid it will disapear in the next few years.
