Heating and Interior Lighting Questions 200

I have a '91 240 Wagon with 179k. I'm having a few problems with my heating, the first of which is that it almost only blows hot air unless the temperature control lever is positioned on the coldest setting. If it is even 1/4 of the way towards the warm side it blows very hot air. Would this be the heater valve needing replacement?

Also, very recently I cannot turn off the blower. I can turn it from position 1 to off and not only do I still have air coming in but you can still hear the fan running... even when I'm not moving it still blows. Would this just be the switch in the center console that needs to be replaced?

And finally, the backlights for the defrost, hazard, and AC Switches, also all lights behind that center console for the fan blower control and temperature. What is the easiest way to go about replacing all of these?
