Can't get car out of park ----- sometimes 200 1993

I'm having an intermittent problem with my 240 Sedan - 1993 (52K milage). When I put the key in and start it, it starts beautifully. However, I cannot shift out of Park. The button on the shift handle will not depress all the way. It also seems that the steering wheel lock is not working and I can turn the wheel when the key is not in. Does this problem ring a bell to anyone? My mechanic is having trouble replicating the problem and trouble finding the source. Thanks, C
