'86 245DL Idle mix - O2 sensor voltage doesn't budge 200

When hooked up, the O2 sensor cycles from low to high as it should in closed loop operation - ie. ~.3 V to ~.7 V. When I disconnect the O2 sensor the voltage stays at .524 V even when I turn the idle mix screw on the AMM. Coincidentally with the AMM and the O2 sensor disconnected the O2 sensor reads .521 V. I am able to adjust the idle mix as outlined in Bentley with a dwell meter, but am curious about the lack of effect on the mix in open loop operation. I have tried two different AMMs with the same result. Also the fuel pump, filter and pressure regulator are new. I've checked at the ecu that there is connection to the AMM. I don't know the age of the O2 sensor. The temp sensor resistance behaves qualitatively as it should, but I haven't tested it for accuracy.
