gradual stopping brake use, car stumbles way low rpm's..read on.. 200

hello once again,

no emergency here, but when i slow to a long braking stop (holding brakes in for about gradual 200-250 ft.) My car will stumble down to 100-50 rpm...sounding like dying, but when releasing the brakes she will stumble back up to normal idle....coul this be a fuel pressure regulator problem? It isnt an emergency, it still runs fine...just figured I would ask now before too late haha..
