More electrical wierdness.. the plot thickens 120-130 1966

Got the stereo and other troubles pretty much worked out... I think. See post below.

But, in doing that, I also noticed a loose white wire under the dash sorta hooked around the choke linkage. Looks like it *maybe* went to the headlight switch, but I can't be sure. Being the trial and error type that I am, I grounded it. No spark. Turned the ignition on. No spark. Ignition off, headlights on, and it sparked when grounded. And it blew the 3rd fuse down when I did that. Now it don't spark no more, but...

Everything still works, so question now is what's supposed to be on that 3rd fuse down (middle of the long fuses)? My best guess is that it was bypassed prior to my ownership. That fuse has one white wire coming off the drivers side of the fusebox, and I'm thinking it may well be the same white wire that I was grounding under the dash, but...?
